I think it is important to clarify that the issue is not whether a tech uses his own tools; rather the question is whether the employer requires the tech to use his own tools. Having a set of tools available that are adequate to do the work required and informing the tech of this in writing shows that the tech does not have to use his own tools. Most techs prefer to use their own tools. They cannot change their minimum compensation simply by declining to use the tools the employer has made available.
